Introduction to the Radiocommunications Regulatory Authority

The Radiocommunications Regulatory Authority (Regulatory Authority) was established pursuant to Article 7 of the Law on Duties and Authorities of the Ministry of Communications and Information Technology, approved by the Islamic Consultative Assembly on 19/09/2003, from the merger of the Deputy of Telecommunications Affairs of the Ministry of Communications and Information Technology and the General Directorate of Radiocommunications, in order to perform the duties and authorities of governance, supervision and execution. This organization is an independent legislative and supervisory institution in the field of ICT and is one of the most important organizations under the supervision of the Ministry of Communications and Information Technology, whose role is to make the telecommunications services market competitive, raise the quality level of services and provide services to them. Managing the Secretariat of the Telecommunications Regulatory Commission and supervising the implementation of its approvals are also other important duties of this organization.

One of the main duties of this institution is to promote the privatization process, which is also mentioned in the organization’s statute. This organization was established to implement the approvals of the Regulatory and Communications Commission, and the head of this organization holds the position of Deputy Minister.

Subscriber rights

One of the advantages of the existence of regulation is that it provides the basis for maximum subscriber presence and intervention, and regardless of the regulatory function of this organization, which results in the provision of quality goods and services at reasonable prices, it prevents the emergence of a gap between subscribers and their rights in this area. The Radio Regulatory and Communications Organization can, by adopting appropriate measures, act from a position of sovereignty and ensure the rights of subscribers. Accordingly, the relevant requirements have been formulated under the title of the Regulations on the Relationship between the Licensee and Subscribers in Providing Data Transmission Network Services and have been included in the License.

Getting to Know the License

  • Receipt of the License Agreement for the Establishment and Operation of a Fixed Communications Network (FCP)

Respina Data Processing Company has been successful in receiving this license in November 2015. The validity period of this license is 10 solar years from the date of issuance.

  • Services Subject to the FCP License

Providing any communication and data transmission service on the licensed network platform independent of technology, such as high-speed Internet access services, access to the National Information Network and services based on it, distribution and sale of Internet bandwidth and transmission and dedicated networks, providing voice, video, text and data services, and various content and value-added services within the framework of the country’s current laws and regulations.

  • Licensed Network

A telecommunications network including communication lines and necessary equipment, including software and hardware, that enables access and data transmission between two or more fixed points to provide licensed services within the licensed territory.

Note 1: The licensee shall be authorized to launch an independent communication network (transmission and access) within the framework of the licensed network and in non-satellite telecommunications infrastructure networks.
